Women and Child Welfare Secretary Ram Mohan Mishra said on Wednesday that the responsibility has been fixed to protect the interests of children in times of calamity. 9346 children in the country have lost a parent in this disaster. The National Commission for the Protection of the Rights of the Child had submitted an affidavit to the Supreme Court stating that both the parents of 1700 children were taken away by Corona. This information was collected from the states themselves. That is why the responsibility to protect the interests of these children needs to be shared by all agencies. In that regard, Mishra has issued separate guidelines.
What should states do?
-State needs to assess the current status of children through various surveys and surveys and collect information of each child separately. It should contain details of the needs, requirements, status of these children. It is important to fill this information on the ‘Track Child’ portal.
-Temporary care center should be started for the children of coronary affected parents. They should have all the help they need. Children who have no one to look after them should be taken care of during this time.
-Parents should fill in the information of trusted relatives while being admitted to the hospital.
It has been directed that the hospitals should fill in the information of the relatives who can take care of or support the children of these parents in case of emergency.
There should be a separate system for segregation of children with coronary heart disease and there should be child psychologists and counselors. They should interact with the children. Psychologists should also be available to help by starting a separate helpline to provide psychological support to children.
-District Magistrates should play the role of guardian of these children in times of crisis. They should take care that the rehabilitation of children in distress during the coronation period would be appropriate, the order said. For this, they should bring together various agencies at the district level and appoint a task force. Through them, the details about the needs, changes, guidance of the children should be checked and the Child Welfare Committee, District Child Protection Committee should be informed. They will also be responsible for protecting children’s rights.
-Police should also be vigilant and curb illegal activities like child trafficking, illegal adoption process, child marriage, child labor, child exploitation.
