These load shedding centers regulate and distribute electricity to power generators in the vicinity of the Indo-China border. One of the centers had been the target of a cyber attack by Chinese hackers in the past. What is special is that the software used by the Chinese military for these cyber attacks is Shadopad. It is alleged that the ambassador provided the information to China. This information could be useful to China for future actions.
The Chinese Foreign Ministry did not respond to a request for comment. China has previously denied involvement in such cyber-attacks. The central government has not yet commented on the matter.
