Only TTE has the right to recover the fine

Often many passengers without tickets are seen boarding the train. If the passengers are caught, they will have to pay a fine. But, you should know that only TTEs can recover this penalty. You can talk to the ticket checking staff and pay the fine and get the official ticket on the train. You will also be given a receipt for payment of the fine by the TTE. Railway police personnel do not have the authority to collect fines from passengers if they do not have a ticket.

Only during magisterial raids can railway police assist in ticket inspection. But, even in this situation, they do not have the right to recover the fine.
